Not trying to sound like a ass have you jacked the truck up and see if the wheels have play in them? Also there would be tire wear indicative of a bad tie rods as well.
 
Photos of tie rod ends please! Let's see those torn boots. Of course, that in itself doesn't indicate how worn they are at the moment. Are they extra complicated to get these on and off? 900 bucks labor for TREs on an older Land Cruiser would be highway robbery.

Not taking it that way at all, appreciate the comment. I'm going to do that tomorrow. I'm just trying to isolate and fix one thing at a time,

I did not see an issue but it is important enough for me to get a second opinion. Also, accumulator globes just arrived so that's on the list as well.
