Tightening the hub to rotor bolts

I am finishing up on my marathon Birf service and I am trying to get the new rotors bolted onto the hubs that I just greased and replaced the bearings. Problem is, I know I need to torque these bolts to 54 ft lbs, but I dont own a vise and can't get the rotor secured to tighten them fully. Would an impact wrench work in this situation? Any other tricks?

Put them on as tight as will hold them together. Then, later when the hubs/rotors are assembled back on the vehicle and the drive plates are installed you can torque them against the axle which will keep the hub/rotor from spinning. The bolts are easily accessed right up until you put the wheels on over the rotor.
