Testing if an air pump- is it good?

Ok, The PO hosed one end of the pump to the other, probably to avoid buying new hoses. All I could find is that pumps are bad when the shaft locks up. The pulley spins freely, so I am wondering if there is a way to test if it's good, or needs to be rebuilt? Does it really matter? I want it to look original and luckily here in Arkansas, smog is not yet required. With the rest of the vacuum system working properly, will it change anything about the way the wagon runs? I've got it tuned very well, but want perspective buyers to see that everything is in tact. Any comments?

Desmogging in out of the question in case I move back to California after graduation.
 
If the pulley spins really freely without any drag, it likely the pump has had its guts removed. With the belt in place and the engine idling, you should be able to feel air preassure at one of the ports.
