tail lights

I have a 1975 fj40 and have wired in the new tail lights. Here is the question. There is a 4th light which is small behind the red part of the light. The running light and the stop light are the same bulb and works perfectly. What is this extra little light?
 
i thought it might be an extra parking light but why two?
 
could be some of those low-rider neon strobes :eek: can you see a number on the base of those 4th bulbs :confused:
 
some markets required "city lights" which were push in low wattage bulbs that basically barely illumiated the red parkign light. FJ55 taillights have the hole for them, but with a rubber plug. Guess you got taillights for non-us markets some how. disregard them.

This makes alot of sense that has to be it.
