Stuck on Step 5 - Reindexing Torsion Bars

I really have no clue what step 5 is asking me to do in Gunney's guide to reindexing torsion bars.

The illustration isn't clicking with my brain in any way. Are there other guides that can help me?

Would someone help? I've been at this for 4 hours already dealing with stuck bolts to not having the right tools.

I think he is stating to wrap something sound where the white line is in the picture (2nd photo in that section at the adjustment bolt). If I remember correctly, when I removed the torsion bar, that part fell out of its little pocket and was an added pain to get it stuffed back inside. The cable/tie just keeps it tucked in there and won't fall down when the torsion bar is moved. Again, this statement doesn't refer to where the torsion bar is being re-indexed, but the side that adjusts the pre-load.

I also had problems figuring that out when I did my t bars. I never could get it to stay in the right place with a tie. I ended up having to get someone else to hold it in the right position. I messed with just that step for over an hour.

Does the tie just hold the tb in position in the rear?
