Stihl blower question

Stihl bg 55.

Wouldn't start, buddy brings it to me. It was flooded. Bad. Get it cleared out and runnin, not reaching full speed. Start by going out on high speed screw, gets worse. Start going in, runs perfect with high speed screw all the way in. According to the plastic on the blower, H screw should be 3/4 out. Should I/he worry about it?
 
Not specific to the Stihl, but I have run numerous piston port two-strokes with Walbro and other carbs with the high speed jet at 1/8 or closed. Just have to be careful not to go too lean under load and melt the piston. Error on the safe side and run it a little fat.
 
My brand new Stihl Blower had too much rvt in the cylinder. It wrapped itself around the spark plug and caused the machine to run rich and stall out. It also would not reach full throttle. I was unable/unwilling to remedy the situation since I bought it two days before. I took it back to my Stihl Dealer in town and they were able to diagnose and fix the issue. They found RVT on the spark plug.
