looks like from a newer 100. 2006+?
I wanted one of those wheels for my 100 but unsure if the years will fit along with the airbag.

That is a fake wood and leather steering wheel cover with added thickness wrapped around a standard OEM wheel.
You can buy them for $15 here in Africa and they look much tackier in person.

I dont see how that steering wheel would be a cover?
That does not look good in my opinion.. They probably got it from the same place as the add-on dash wood trim.
I know Lexus at least changed to a wood trimmed steering wheel at some point, maybe you could source one of those, but might not be cheap or in good condition.

That's what I was thinking...
If I needed a new steering wheel, I would buy that for sure.
Maybe that one is not a cover, but it still looks a lot like this:
