I helped a friend do a bearing repack a few days ago, and today he started seeing smoke coming from the wheel well, We tightened everything back up, and everything seemed fine. The center of the hub is the same temperature as the other side (which we did not repack yet) so i don't think the tightness of the preload is an issue, i am thinking its left over grease on the rotor, and am about to clean that off and see if thats the case. Any other ideas?

You can repack a bearing too much which is almost as bad as not having any grease at all. Does the smoke have a smell or could it just be water vapour burning off?

Its a good idea to spray both sides of the rotor down and give it a good wipe before you button it all up to make sure there is no residue from your hands. If you have a noticeable amount of smoke coming from that wheel well then I would be surprised if it was just grease burning off the rotor. What amount of preload did you use?
