smog pump removal ?

I've been lurking for a long time and would like to thank everyone for all the knowledge I've gathered from this site.

After researching many of the desmog threads, I'm still not sure what to do about the smog pump connection to the exhaust down pipe. Do people cut the down pipe before the small pipe or just close the small pipe off? If you just close it off, how?

When I did my original desmog I moved the clamp down on the rubber hose part of the downpipe and smacked a cut off piece of broom stick into the hose which was a tight fit. Then moved the clamp back.
Worked for 10 years with no problems.

I guess as long as its sealed it'll be ok.
