Slee rear bumper, no swingouts

I've got a Slee rear bumper on my 100, and it's the design - I assume an older design - with no spindles / no swing outs. Can anyone offer an opinion on what all would be necessary to add a single spindle and tire swing out or is that even possible (practical)?

I've done several searches, and I can't seem to find an answer.

First and most important, can you fabricate (read: weld, cut, drill, general metal work)?.
If so you can go to a company like AZ Fabrication and purchase a heavy duty tire carrier swing-out hinge kit for $54.95.

Get some tubing from your local metal supply shop or order some from McMaster-Carr.
At this point if you don't have a tube bender (and can't afford one presently) just use square tubing and cut and weld all your bends.
It's not all that difficult if you carefully think it out, measure twice-cut once and take your time. Get some idea of tube size and wall thickness from some of the descriptions of material used on other bumpers.
 
You could also call Christo at Slee and see if he can access/supply you the parts to do this yourself, or connect you with his fabricator to get the parts.
