I looked for a blown fuse, but couldn't find one. FSM says replace the switch. Before I drop $100 on a new switch, thought I might check here to see if maybe I'm missing something cheaper?

You mean you found the fuse, but it wasn't blown or couldn't find the fuse at all? I'd run a multimeter on the switch and check continuity and function.

The FSM points to the fuse box in the engine bay, none of those fuses was specifically for the mirror motors (MIRR HTR). And none were blown.
I'd check the fuses by the kick panel. It's probably in there. If there isn't, again, I'd pull the switch and check it with a meter.
