Should engine load at WOT be 100%?

I had a CEL pop up today, and while using the Torque app to read/clear the code I randomly decided to look at engine loads. I noticed that when flooring it the engine load never got out of the 70s, usually sitting around 74-78% at WOT. Is this normal?
 
If you put your model info in your signature it'll help us help you with any questions you have. If you have a 98-02, your throttle cable might have too much slack in it (you can adjust it) or you might have too many/thick floor mats not letting you push it all the way down.
 
2000 Land Cruiser. Shouldn't be too much slack, but I haven't touched it in a few years so I'll double check. Don't have multiple/thick floor mats either. The code I was clearing was a P1126, which will randomly pop up and disappear over the years. Everything I found on this code showed people replacing the throttle body assembly (only sold as a complete unit). Now I'm wondering if it's related, but I don't know what the normal range for the engine load is. I would assume it's at or near 100% at WOT, but wanted to verify.
