Seeking advice on powder coating and urethane coating new Kaymar bumper

I just took delivery of a Kaymar rear bumper. I know there have been issues with bad powder coating so I plan on having mine powder coated again prior to install. I also want to apply some urethane coating to the bottom curve most likely to contact the ground on the trail.

What is the best way to get this done? Do the complete powder coat first, then urethane coat over the powder coat? Only powder coat the upper and urethane coat the lower directly to the metal?

Also, if I want to flush mount a couple small reverse/ground lights, should I have those holes drilled prior to all the powder coat work?

All drilling before coating.
 
The new powder coat job will require it to get sandblasted back down to bare metal.
Do you think the current PC is that bad to warrant a full strip?
Why not just silicone all your corners and trouble spots and then roll with it?
If you decide to full PC, then yes, cut the light holes first.
