Sealers or nuts for roof rack?

[stuck in GA]

I looked at pasts posts and couldn't find the right answers I was looking for and I was wondering when i take off the spoiler and factory roof rack off(Worthless rust deals ) what should I put in place of the holes? Some told me those screws that have the concave washers but they rust and some said use some kind of cauking but that is temporary. I don't know what to get Im planning on doing that and also put in the spring spacers this weekend so any feedback is much appreciated.
