Looks like it's does not have the flange weldedat the base that bolts to the adapter plate at the fire wall? Does it have the lower shaft that makes it a collapsible column? If so is that for manual power steering?

Please see the attached diagram. The part which you are speaking of is a separate part from the collapsible column.

Just about everything in the diagram is a separate piece. Unfortunately the collapsible column was only used in a few markets. Not a high volume piece and parts are NLA. I asked about the flange to mount to the bulkhead and lower shaft that collapses into the upper shaft. The lower shaft were for manual steering or power steering. Plus a lot of small interior pieces to make it all work. Do you have the lower shaft?
