Several years back I removed the body off the FJ40 frame, took it to the sandblaster to be blasted & epoxy primer coated. It sat uncovered & unpainted for a couple of years and tub has rust again. I would hate to pay for blasting/epoxy again, but do I have any other options to remove the rust? Basically, what would be the best & inexpensive way to get rid of the rust before epoxy and paint? Planning on doing the work myself.

Yes, tub sat uncovered for about a couple of years plus epoxy coat looked very thin
 
A well done epoxy primer coat shouldn't be rusting from just sitting. I'm with Camo - blast and prime again.
