I can’t get this to budge with my hands and am afraid to use a tool.

Heat sink thingy 1/4 counter clockwise, right?

I manned up and got a screwdriver in there for some leverage and got it out.

Ok now I can’t get the damn thing back in. The new gasket is dry and seems to have too much friction to allow pushing in and rotating at the same time. I’m tempted to put some dielectric grease on it but I know it gets hot, so bad idea?

A little schmear of silicone grease is what I'd use.
 
I tried the old gasket (o-ring) and it goes back on much easier. Still seems tight. @gaijin said in another HID thread that the FSM says to not resuse the gasket but I don't see that in the FSM it says don't damage the gasket so I think it is OK to reuse. I may just try a little dielectric as I have the new ones.
