removing broken bolt in frame (2 Viewers)

Well, I broke the heads off a couple of skid plate bolts in the frame. Here's my plan of attack:

1) Using a dremel, grind the bolt flat
2) Using either an oxy-acetylene torch or propane-oxygen torch, heat it till she's read hot.
3) Spry it with some PB-Blast
4) Repeat for 3 days
5) Use a transfer punch to guide a drill bit
6) Use a left-hand drill bit and hopefully she'll come out, if not continue to #7

Now, when using a torch, should I heat the bolt or the frame around it? Will this warp the frame enough to worry about?
 
i would try using the dremel to cut slots in the ends of the bolts then use an impact scredriver thingy with a flathead .. if they are all rusted in there, just drill it out..
 
first option
-grind flat
-center punch
-drill
-heat bolt red hot
-easy out
I have had to do this to several on my cruisers use a good bit (cobalt) and a quality easy out.
second option
weld nut to to of broken bolt and try to unscrew-sometimes you get lucky and this works
I usually put the nut on the end of the broken bolt and fill center with weld.

Nice power (not cordless) drill and a sharp bit. Try an extractor but my experience has been it usually fails on those rusted cruiser bolts.
