I've done this on my 99 LC
First take of the tweeter cover in the upper corner - should just pop off - held on by two tabs
Make sure the window is down as it will make it easier to get the panel on and off.
On both the front and rear of the panel there should be a couple of plastic rivet looking things. Press in the center with a small screwdriver and you should be able to pull them out
Remove the Window switch panel by slidding either a butter knife or something else flat from the front to back - should push clip back and allow you to pull it up
There will be one larger screw hidden behind the window switch
There is a screw hidden behind the door handle - flip open the cover with a flathead screwdriver
There are two screws on the foward part of the panel that are covered by little caps that should easily pop off with a flat head screwdriver.
There are ~ 4 screws along the bottom of the panel
The door handle trim is sort of a pain to get off - it is held on by tabs on the top and bottom behind its face - just be careful
Once all the screws are removed, the rest of the panel should be held into place by little plastic tabs - just gently pull the panel away from the door and pull up off the door.
Reinstall is reverse except for the plastic rivets - make sure the pin is pulled almost out before putting in the hole. Once in the hole push in the pin to make it flush - should lock into place
