Ok, here is an easy way to do this job. You will need a set of wobble extensions. If you don't already have them, they are sold in a 4 pack at Sears and you want them anyways because they make a lot of tough jobs easier. You will need another 1-2 extensions depending on length, these can just be straight. With everything assembled on a ratchet it should look like this :

1. Remove DS front wheel
2. Remove splash guard
3. Relieve fuel pressure by opening fuel filler cap
4. Reach in from fender and undo fuel lines with the appropriate wrench ( if I recall its a 17mm flare wrench, found one at the local pawn shop for $1)
5. Attach all 4 wobble extensions together, attach the 2 regular ones together but don't put them on the wobble ones yet.
6. Get under the vehicle and look up, you will see the fuel filter. Start threading the wobble extensions up there, at some point you won't reach, now attach the regular extensions and keep pushing this mess up there. When you have enough room attach your ratchet.
7. It will be difficult to get your socket to land on the bolts. However, you should be able to hold the socket/extension/ratchet concoction into place while simultaneously reaching in through the fender well and guiding the socket onto the bolts.
8. Once your on the bolt, lay back down underneath and start wrenching it loose.
9. The re install is pretty straight forward, just make sure you slot the bracket and install one of the bolts first, before installing the bracket. This is all detailed in another thread that I couldn't find the link to. Maybe somebody here has that link ?
