You can try to remove that louver and use some crazy glue to reattach that rubber gasket. Otherwise you need to replace the louver.
Just be sure to remove the nut from the inside before removing from the outside.
Learned this the hard way..

Quarter Rear. Probably need to replace all of them. Really all the rubber in the truck but having a hard time justifying the price

How do you get the nut off from inside the truck? I guess more specifically what is the 90430-04254 part?
I did not take mine off as my leak was not from that location. From what I have read the plastic piece on the rear riser needs to be removed to expose the bolts.

Also, don't use a tree to remove them either. Learned that the hard way! Actually the po did lol
