Rear tow point bolt hole welded shut - what to do?

The previous owner of my LC welded a tow hitch onto the frame. With the hitch in place I couldn't fit the 33" spare. So, for that reason and in anticipation of installing a rear bumper eventually, I had a shop cut off the hitch. The problem now is that one of the bolt holes is filled with weld (see red highlight). I tried drilling through hoping that it was only on the surface but the weld extends into the bolt hole and onto the thread. It is the same for the other side.

I hate to be without a rear recovery point. Would a single bolt be sufficient to attach a tow point?

I thought about fabricating a custom tow point that extends from the forward bolt hole (yellow) to the rear available bolt hole. However, that still leaves me without a bolt hole should I decide to add a rear bumper. Any ideas?
