Rear Sway Bar Bushing Bolt Question

Even after trying to bribe the rear sway bar bushing bolts with PB blaster and a propane torch they ungraciously rejected my offerings and decided to break. They didn't take much torque to go. On the passenger side I know I can just knock off the tack welded bolts and replace them with grade 8.8 bolt and nut. The one that went on the drive side can't be accessed because it's enclosed in the frame.

What's the best course of action here? I assume drilling and extracting will be a lost cause, do I just drill and tap? Anyone know what they original thread diameter and pitch is?
