How can you tell it’s a pre ‘74 style step?

Early model steps have the two mounting tabs facing inwards as pictured; the later steps face to the outside. Not interchangeable.

While it will fit all pre 9/73 (74 model) it designed for 9/67-9/73. Earlier pre 9/67 models used a wider step. There is a second set of holes further out they used. When the reflectors was added to the rear frame member the other holes changed spacing and were used for the bumperettes.

Correct those mounting holes were spaced to work on the 9/73+ models.
