I still have some threads to clean out but I was lining up all of my bolts and end up with 4 extra....

Two of which are allen head:

Mucho confused.

Went through the instructions about 10x, even had my wife look through them.

No mention of the allen head bolts other than the tiny ones that mount the nylon pad on the bumper....

Are there any bolts that come up through the bottom of the bumper?

There are holes in the bumper, but no holes in my cross member...? And with no nuts, I am pretty sure they don't mount there....

Ya, but that is for the high lift, in the high lift hardware and instructions

I have that....just looking for what to do with the allen head bolts that came with the bumper mounting hardware....

My bumper is older and those fasteners were hex cap.....To get them started in the cavity like that, tape the screw/bolt to the socket.
 
I ended up not using them, there were two other bolts that fit in the rear area (your pic).

The washers on the allen head bolts were too big to fit in the holes and the directions said, "using a socket and extension....."

Not saying that it didn't mean "using an Allen wrench" or "using a rachet with an allen socket" but I finally gave up.

Perhaps older bumper or differant years used them....

Anyway, here is the finished product...

All that is left to do is run the wires for the license plate light....

I also need my backup camera moved, so planning on bringing it to a car audio shop to do both.

Also going to have a welder reinforce some areas due to broken bolts, I was only able to get 3 frame bolts per side instead of four.

Now to the front bumper....
