I had the rear seat out so I decided to find out why pulling on the release cable did not always allow the seat to fold forward.
The catch holding the seat to the floor always releases properly but the "fold" catches did not.

I realized there were two problems: too much slack in the cables and a broken plastic socket for a cable.
The cable adjustment was already maxxed out so I decided to lengthen the tube the cable runs in.

I cut the tube with a pipe/tubing cutter.

I actually had some tube stock of the right size. I cut a length then split it. I wrapped wire around the bits to produce a tube 1/4 inch longer that stock.

I did my usual bodge welding. I was afraid I would overheat the cable so I did a bit at a time then cooled it off with compressed air.

I did not want to wait for paint to dry so I slopped some Dykem Blue marking fluid over the welded area.
I wrapped the broken plastic part with steel safety wire then slathered JB Weld epoxy over that.
After some zip ties, the cable assembly works as it should.
