Varied by market. The long one was for a scissor jack and tools, but I’m not sure the small one had a defined purpose. The 3rd row was installed when I bought my truck, and I found the anchor point covers hidden in the small compartment. I guess that’s a good use?

I keep a first aid kit in the small one, in this pouch that fits perfectly

And 2 of these fit perfectly in the long one, for ratchet straps and misc small stuff.

If anyone knows how to replace those stretched out elastic straps, speak up!
 
From what I read over the years on MUD, long one was storage for an optional reflective safety triangle. The small one is for a optional first aid kit.
 
That’s where you keep your stash. Don't be tellin people….
 
The long one is good for a small recovery strap. I've had one there for 15 years. I think I've used it twice - neighborhood snow/ice rescues.

I fixed my straps with replacement elastic from Joann’s. Remove the entire panel and you’ll see how it attaches. If I recall correctly, the straps just fold and a fix to a card with staples. You’ll need to adjust the strap length to give you just the right amount of tension.
