So, the saga is over and I won...sort of. The bolt is out, but it took the last resort to do it, a hole in the cowl that I will need to weld up and paint, but so be it! I got a bolt out, but there was not enough clearance to get it on straight with a box wrench around the outside. No matter how I tried, just no room in the inn!!
...SoI calculated where the hole needed to be drilled and blew through the cowl with a large enough hole to fit a 3/8" ratchet extension. Slide the bolt out over the stubborn b@st@rd, insert the extension, and a couple hits with the impact gun and boom, it is out! What a PITA this has been, but now we move to the driver's side! Hopefully lots less drama over there

Oh, here are a couple shots:
There is about 1/8 to 1/16 of clearance at the side of the hex portion of the bolt-out...not enough to get anything in there..

Here is the hole I drilled into the cowl. 1/2" diameter to fit an extension in there, which did the trick combined with the bolt-out! Will weld a patch in there this weekend..
The end result will be worth it, so I am still feeling pretty good about the project, just not the process so much
