Lately pulling on the hood release inside will not “pop” the hood. The only way to open it is to have someone push down slightly on the hood while pulling the inside release. Even this does not cause the hood to pop up slightly, but does allow me to lift it up enough to slide the under hood release mechanism.

Has anyone had a similar issue and solved it with an adjustment? Otherwise I’m thinking I may need a new cable.

Try cleaning and degreasing the hood latch and hook. Then re-greasing it all. Mine didn't have the same problem as you but it was noticeably smoother after greasing it up... as in, I could do the "lower the hood and push" vs the "drop at X height."

If that doesn't work, then I'd look more closely at the cable.
 
Similar latch mechanism on 100 as the 80s, and there are a ton of threads over there about fixing this.
 
be careful with all this, there is the possibility of the hood not opening at all, which could be a bear to fix. I posted something about that here a few months ago.
 
I had the same issue, and occasional difficulty closing the hood, on my ‘00LC and was able to fix by replacing the entire latch. The new spring seems to pull the cable nice and tight now, and the hood has a nice “pop” when pulling the lever in the cab.

There are two bolts and one nut to remove, and then the latch drops down to where you can get your fingers in there to pull the latch alarm sensor cable and I used needle-nosed pliers to get the cable off. Removing the hood release hand lever fully helped a bit. Then you can rotate the latch and just barely slide it out on the passenger side of the center vertical grill support.
