Power steering belt tension

How do you adjust the power steering belt tension? I just put in a new power steering pump and can not get the belt to adjust. I see a tenson bolt below the pump, but it does not seem to adjust the belt only the other belts. The Gregory's repair manual refers to the sliding adjusting bolt, but I just can't seem to find where this is located. Any suggestions?

The adjustment for the PS belt is on the alternator. You loosen the bolts on the alternator and push alternator towards the engine to slide the new belt on and then tighten the bolt until the belt is deflects about 1/2" in the middle of the two top pulleys. The smog pump is below the PS pump and is adjusted to tighten another belt.
