My '70 was repainted some years ago, and the PO didn't bother to remove or even mask off the data plate. Does anyone have any suggestions on how to remove the paint without destroying the plate?

Depending on the paint you can use Dawn power dissolver or an oven cleaner.....otherwise maybe soak the plate in brake fluid overnight...

I don't know if it enamel, urethane or lacquer but it appears to be regular automotive paint and it has a clear coat.

Also, doesn't part of the data plate have printed graphics? That's the main reason I have been hesitant to use any sort of stripper (including brake fluid, which I can attest WILL remove paint!)

They do have black backgrounds. I've had to clean off a plate with overspray, I used brake cleaner on a rag. But I only had a small ammount of overspray to remove. Might want to test it out on a corner of the plate and see what happens. Its possible that you can get the surface of the paint soft and work it a little at a time, layer by layer until you get close to the surface of the plate.
Oven cleaner will etch the plate and remove all the paint, don't think you want to go there. Brake fluid will remove all the paint as well.

You could try acetone. It may remove the top layer , and save the base paint. It will take some elbow grease.
