Please identify this heat sink in the engine compartment of my 2000 LX470 (ITS THE DRL) (1 Viewer)

Can anyone tell me what this heat sink in my 2000 LX470. I think it may have been installed by the dealer under the running light dimming recall. But, I'm not sure. I don't have on in my 1999 LX470 and I declined the dimmer when the dealer offer it. If it is the dimmer, can I remove it?

Yes, that’s for the DRL recall. When I removed mine I got the TSB document (found it somewhere here on ih8mud) and also undid the rewiring under the engine compartment junction box to restore everything to original.
