Here is a good newbie question considering I do not know much about suspensions. Should I be able to grab the relay rod tube by hand, and be able to twist it about 3/4 of and inch or should it be tight? Same for the tie for tube. I am trying to solve some loose steering issues.

twisting isn't a problem, it's side to side you need to watch for. Have somebody in the truck jockey the steering wheel back and forth as you check the joints for looseness. For looseness in the steering be sure to chack the studs on the lower contol arms, they can back themselves out to the point that you will be missing a few.

Make sure that the tie rod ends are moving from side to side as they should. Make sure that it is not from your rod moving on the TRE treads. If you are moving on the treads then you need to tighten down the 17mm bolts on both ends and you need to check your alingment.
