Paint recalls for 2000 Tacoma?

There are two spots on my 2000 Tacoma, starting just above the windshield and moving back, where the paint is turning white. I realize that the clear coat is going bad, does anybody know if there is or was a recall on the paint? The rest of the paint on the truck looks great, with the exception of a few scratches here and there that one would get from driving. Just a little disappointed that the spots on the roof of my truck are getting worse...

The trucks paint job looks great as seen in the first photo:

However, when you look at the ever growing spot on the roof of the truck, just above the windshield on the driver side you see where the paint or clear coat is turning white....

I know the truck is 11 years old...just wondering if Toyota has a pint recall...before I shell out the cash to get it fixed.
