Read and heard from a couple of places that the 91/92 FJ80s net less lift with the same spring than a 93+ would. What gives?

I was told just the opposite. My 91 got an additional inch in the rear from the OME lift over a 93 and up. And haven't a clue why.
Im shooting form the hip but there could be multiple reasons. For example on my 3rd gen 4runner (96-2002) 1999 had the highest stock ride height. So when I lifted it I didnt get as much change compared to a 96 with the same springs but it netted out to the same total height.
And you would think a 91-92 would settle/sag more over time so adding new springs to her would actually make it seem like a higher lift instead of a lower one..
