Update: I tested the obd terminal pins. I'm not sure if I numbered them in the correct order vs factory but you get the idea. Positions 3 & 4 I get nothing from.

I also checked obd fuse on panel with key on & it shows 0.15 vdc.

obd wiring

mine failed to read on my civic for emissions testing. turns out a mouse was living near the communication wiring harness near the computer and had chewed out the gound wiring and a few accessory feeds.
 
looks like my numbering is backwards but i found this by doing a general search for "obd pin out". i assume this is universal?

If you compare that pin-out to this pic by Dandon:

and the info in the FSM, you see that most of the standard pins/signals are not supported by our plug. In Dandon's pic these pins have a connector:
4 - CG (ground)
7 - iso 9141-2 K Line
9 - ???
13- TC
14- TS (FSM) - CAN Low (J-2284) - Is CAN supported at all?
16- Battery +
The other pins are empty/blanks.

Dandon's plug (and mine) is a EU version, but looking at Salomon's drawing above, it looks like it's the same for the US version.

That's it then? All we have is the iso 9141-2 K-line? In addition to the two "t0yota-special" pins Ts and Tc which are used for reading "flashing-lights-codes" and resetting Trouble Codes.

What is 9? Is that the (t0yota special) M-obd signal? Or is M-obd on the 9141 signal? Maybe just another ground?

Thanks for the help. Yes, I cropped my 1st obd connection pic and compared to your findings. I also get...

16- +12V
14- (i don't get anything)
13- (" " " ")
9- ground
7- +12V
4- ground

So i wonder WTF the error message i'm getting (OBD cannot communicate with DNC) is coming from on the city's emissions testing equip?

Is there another OBD plug under the hood I could use?

Is your vehicle US-spec? Mine is Japanese import and suspect this may be some part of the problem.
I am starting to wonder if my port is actually OBD-II at all. Apparently Toyota outside US for a while implemented other protocols using the same exact connector.
As some garages seem to read yours, while others don't, I am wondering if the ones that can read it have better readers that support non-OBD-II protocols, e.g. OBD-I, while the ones that can't read it don't.
