In our 2004 LX, the VGRS has a slightly notchy feel. Hard to detect when rolling but you can easily feel it rocking the wheel left or right when stopped. Doesn't matter the angle of the wheel. When you move past the neutral point of whatever angle the drive wheels are at you can feel a notch as you add pressure. Same notch either direction. It's like there's something loose or binding in the VGRS mechanism.

Anyone had this? If so, what is the fix?

Can't say I've experienced this issue but I'm thinking if you do the Techstream VGRS calibration and unlock the actuator you can free turn the steering wheel (within the spiral cable limits) and upper column - if the notchiness is there under these circumstances you've narrowed it down. I guess a VGRS recal can't hurt either. Is it possible one/both rack bushings have degraded to the point you're feeling the slack then take up as you turn? You can get a good eyeball on the PS rack bushing and observe any mounting bolt to rack movement whilst a helper turns the wheel lock to lock.

Turning off the VGRS to test is a great idea. My guess is that it was some slop in a u-joint or in the VGRS mechanism. The steering rack bushings are in great shape (< 100k on the vehicle).
