I'm a bit late on this but I had a request from NOHVCC for info. As I'm the rep for CT, I was asked to pass it on. Not sure how involved PA ALC is involved with land use but if there is interest, please visit : NOHVCC — Home

Their request:

Hi All,
Happy Holidays. Dick Lepley the NOHVCC State Rep for PA is seeking your help, he sent me the message below and asked that I pass it on. Please reply to all with your answers.
Ann

Our State organization is still spending more time trying to convince users and clubs of the need to join PAOHV than we spend fighting our true enemies. Would you ask my cohorts across the country if there is a fee to be a part of their State orgs, and if there is, what the dollar amounts are and how they’re assessed? Also…if anyone has conquered this problem I’m sure open to suggestions on how they did it.

Thank you.

it would be great to know what opportunities exist for street legal and truck type "ATV'S", when I researched this before it was almost 100% quads/bike and snowmobile focused : (

Jeffrey,
You are correct.... this would only be for Class I ATV's. I have been on many of these trails with our four wheelers and I have never laid eyes on a Class II designated trail. The only rules for exception, IIRC would be for someone with disabilities.

Below is the PA ATV/Snowmobile Guide.....
http://www.dcnr.state.pa.us/councils/saac/snomo-atvguide.pdf

Definitions
ATV
• Class I ATV - A motorized off-highway vehicle, 50 inches or less in width, having a dry weight of 800 pounds or less and traveling on three or more inflatable tires.
• Class II ATV - A motorized off-highway vehicle with a width which exceeds 50 inches or having a dry weight which exceeds 800 pounds, traveling on three or more inflatable tires.

"Only Class I ATVs may be operated on State Forest trails designated for ATV use. Class II ATVs may be operated on State Forest land ONLY if the person has been given specific permission from DCNR or the trail is specifically posted open to Class II ATVs of a particular width and weight.
State Forest roads are NOT open to ATVs. (See page 9 for exception)
State Parks and State Game Lands are NOT open to ATVs. (See page 9 for exception.)"

NOHVCC tries to bring all OHV recreationist together. They have found that when we all work for a common goal (public trails for full size 4 x 4's, ATV's and OHMC's) success is more likely.

They are supported by the motorcycle and ATV industry, among others, but are working to bring in more full size 4 x 4 supporters.

Best way to open the discussion is to start and get involved.

In CT, we formed Connecticut Trail Users to lobby for public trails. The only trails in CT are some OHMC trails on Federal land.

At least PA has some ATV trails and with those trails goes land. Adding full size 4 x 4 trails should be easier than starting from scratch.
