If a new G5 4R has been sitting at the port for nearly a month/not delivered to dealer yet what are possible/likely issues?

Damaged in transit

The dealer legitimately wants to sell a vehicle and make money

Yes, no, maybe.

It's entirely possible there's a paperwork mixup and someone needs to take initiative to fix it. Similarly likely the dealership is staffed with exclusively clueless idiots that neither understand the problem, nor care to fix it, even if it makes them money.

Give the dealership a short, but reasonable deadline by which they are to get you the vehicle you ordered; if they don't, cut your losses and buy from someone else. Call Toyota corporate to complain - that may help expedite things, too.
 
My experiences w/ Toyota indicate that they are inwardly focused, stubborn, and slow to react.
My experiences w/ Toyota Dealers indicate that they are lazy and spoiled. Let's face it, the products mostly sell themselves. The dealership experience is actually a deterrent. I've only seen them "motivated" at month's/quarter's/year's end. The rest of the time they are pretty aloof.
 
Tell them you do want it any longer and get your money back. Then go to another dealer and buy the one you want.

On this note, the way these vehicles get driven on and off the boat is not much short of a NASCAR race... The first "break in" done for you already... I can see them hit something in the process every now and then. Still the odds are low I would think.
