New to me LX470 electrical troubleshooting

Intro...
I'm new to this section but not to Toyotas. I've had literally dozens of LandCruisers and currently have some 70 series, a first gen Sequoia and 2nd gen Tundra. I'm pretty confident working on any component of them.

The rig in question is a 1999 LX470 cdn spec with 330,000km. I bought it with brand new Toyo tires for 1/2 the price of the recent invoice for a new AHC system. After the required out-of-province inspection tomorrow it will likely never see another real mechanics shop. The first time I sat in it was at the beginning of a 1000km trip home over the Rockies last weekend. Sails like a dream.

I'm going to toss this laundry list out there before I really start troubleshooting to see if someone says.. "They all do that when the blinker fluid is low"

Symptoms.

Center diff lock doesn't engage.
-No lights on dash when button is in,
-none when button is out,
-none when key is turned on before starting
-none when t-case shifted to L
Rear locker doesn't engage. (undoubted related to above)
-No lights on dash, blinky or otherwise
Tilt and telescoping steering don't move with switch
- preset buttons on door do nothing, seat or steering wheel
Steering feels a bit heavy at slow speed
- like the variable steering has failed, perfect at speed though.
No evidence of TRAC, ATRAC or Stability control
- No lights, no buzzers ( even when sliding sideways) Did Toyota have those features in 1999?

Any advice? I'll happy accept a "search noob" if it means there are similar threads out there.

(The US spec LXs didn't have rear lockers, might be different on CDN models)​

Hi, do all LX470 from 2003 on have the ATRAC / Stability Control feature as standard?

All (US model) 100 series (LC or LX) from model years 2000-2007 have ATRAC/VSC (standard).
 
Thanks, I've been stalking 100 Series Forum for quite a time, a welll as trying to get a hold of a low milage LX470 here in Taiwan,
which has not turned out any result yet.
Here , since they all got kms speedos, are all somehow European Specs I guess.
Are there any clues that tell the vehicle got ATRAC/VSC?
