new cylinders or adjustment?

so this all started when i was fixing the e brake lever on my brother's cruiser. the drums are taken apart right now so i can see if pressing the brake and pulling the ebrake pushes the shoes out. neither of them does. the passenger side was filthy so i think maybe there was some fluid likage there or something. the drivers side is clean though. my question is whether i need new cylinders or if i need an adjustment. thanks

If your leaking fluid then at least a rebuild is due. A good aftermarket pair can be had for under $40.
