Need help. Positive ID of a part

I have never seen a wire or electric vacuum sender on any early toyota

My Client says a wire was connected to
This rusted tip of a sensor or ???

Looks like I found a good image of a bellcrank return spring tab.

I say, bs, that is just an excuse for a vac plug.

Ya. Looks like someone sealed the union where you're supposed to have emissions related vacuum tubing connected. On my truck it connects to the air bypass valve, which sits on the fender above the smog pump. Can't see how a wire was ever connected there, but maybe a tube looks like a wire.

That is how you deal with an extra barb before smog inspection, turn it into a wire?
