Need help FAST!

Just had 315-75-R16s with studs put on the 100 for Search and Rescue in the storm we are experiencing. They rubbed BADLY with only slight turning. Trimmed back the inside pinch weld and liner, and got everything clear, but on the drive home the plastic liner caught and got flipped up against the driver side tire. Is is safe to just cut away completely? Or do I need to find a way to re-attach. Thanks. I may be called out at any time, so I may not be able to respond to answers right away, but sure need them!
 
I'm far from a good resource here, but my instinct is saying find a way to re-attach. Maybe use some zip ties or similar at least until you have some time to fix it properly. If you rip it off completely you are going to expose things that weren't really meant to be exposed in the first place.

Hopefully others chime in here, but that's just m .02.
