need help fast. starter contacts bad?

I get in the car and it has the interior lite,the brake and seatbelt lite on, and when
i crank it it just makes this ratchety sound and no crank, i am pretty sure
the battery is fine so if i need to clean the contacts are they the wire with
the boot at the bottom front of the starter and the wire coming off of the
soleniod to the starter at the top front as well or are the wires somehwere
else to be looking at? things are a little oily down there but seem to be
pretty dry and clean. do i just take them off wire brush them clean and reconnect
them? or do i need to do more than that. the post and cables on the battery are
clean and dry...tanks

Oh yea it is dark and raining like a beotch too...
 
A single click indicates bad contacts, which are located inside the starter solenoid. The starter has to be removed, the solenoid cover removed, and the contacts replaced.

A ratcheting sound is more an indicator of low current to the starter. This could be loose or corroded terminals at the battery (clean & tighten), or the battery itself could be failing.

Try jump starting if possible.
