Need advice on a quiet reliable air compressor

I have a Campbell Hausfield 20 gallon currently. Works good and does everything I need. But it seems to be running more which turn into noise pollution. I dont want to upset the neighbors, so I am looking to upgrade and get a good reliable compressor that is quiet. My main reason is to lower noise.

This one is very quiet Amazon.com: GMC Power Equipment GMC SYCLONE 6310 Ultra Quiet & Oil-Free Air Compressor: Home Improvement but I dont know how reliable it is.

I have also read that quincy and eaton are quiet, not sure if they are though. I did see a youtube video on a hydrovane, wow that is very quiet but not sure if they are sold in the states.
 
Not sure where your compressor is located, but maybe one option is to build a noise abatement shell around it? Essentially a box with foam on the inside. You can get special foam just for this, but there is also the cheap "egg-crate" foam that would probably work pretty well.
 
build a "doghouse"

Make a little 2x3 (or other size) concrete pad and build a compressor house attached to your shop/garage. No more dirt in the motor, no more noise.

I have never heard a compressor I would describe as "quiet" when it was operated in any place with walls. sorry : (
 
For the least money about the quietest compressor will be a slower turning oil lubed piston compressor (definitely NOT any oil-less job I've ever heard). The bigger the tank the better too - less run time. As others have pointed out insulation and isolation help with noise too. A good intake silencer/filter makes a difference as well.

I'd look for a 60 or 80 gallon upright oil lubricated air compressor. 2 stage would be better if you could find a deal on it.

Something like this:
