mystery hole in manifold?

Probably something i should know...

But is this hole supposed to be in the manifold?
And if so should it be plugged?

Actually it looks like a heat shield of some sort?
It is marked as an fj25 manifold by the way, the butterfly/split type.

Not sure why a heat shield would have a hole however.
Any of you that have a fj25 have this?
