Anyone know what this ground is intended for? Maybe it isn't a ground, but it comes from under the exhaust manifold, I would think I should connect to the lonely black wire pictured but I have no clue. Thanks for the Help.

That’s the wire for the carb cooling fan sensor.
 
Connect it. Start the engine & let it warm up 10-12 minutes. Carb fan should turn on when engine is shut off.

If it doesn't turn on, maybe the thermosensor under the manifold no longer works. Try grounding that wire to the body. Start cold engine & turn off immediately. It should run for quite a while even when the engine is cold (which isn't ideal)
