mysterious hole in cowl

Is this hole for something from the factory or should I weld a plate over it? There was nothing in it when I got it and I don't think the truck had a radio in it in the past either (at least there are no cutouts for a radio).

p.s. the rust at the window is surface from the P.O.'s siliconed in front window.

I doubt that here in Guatemala! There's enough big problems to fix without worrying about minor things like cleaning the windows, besides it hasn't rained for 7 or 8 months. Maybe that's why there was only one very bent up wiper arm on the truck.

Weld it. It took the PO about 30 seconds after he installed the antenna, stepped back from the truck to admire it, and then got in the truck and realized it was directly in his view!

i say it was off road light? my fj40 has one there.
