It works!! I pulled the actuator off, and at first it didnt want to budge, like it was stuck in the shift fork hole. Then when I pulled on the actuator a little harder, the rod stayed in the shift fork!! I wiggled it out, just stuck it back in the actuator. I realized the rod has no orientation. I then used the dial and watched the rod go in and out. I screwed up by trying to align the rod manually with the shift fork, which disengaged it from the actuator. So for some reason, with it un-locked(plunger in) it aligned it self up with the hole and I had it jacked up and spun the tire a few times to do it.. Awesome. So then I have to deal with a 1/2 gap thats there to bolt it up. I switch the dial, and it sucked it up tight, i couldnt of been happier. I didnt RTV the actuator, once it was tight, screw it, im not about to get it apart again. I'll just RTV the outside where it seats. I gotta thank you guys, suggestions, pictures, the 'mud board, it was a great help.

When the rod is removed/actuator disassembled it must be properly "timed" to work correctly/reliably. It's "fiddly" but not difficult, this post explains the procedure well. The big thing is the extended and retracted measurement, this can be checked by pulling the actuator, running it plugged in under the rig and measuring. If it's not in spec, will need to come apart.
