muffler wear question...

I've found a few small (dime-sized or smaller) holes on the outside of my muffler. As far as I can tell, there's no exhaust coming out of those holes, nor is the muffler noisy. So is it time for muffler replacement? Is the muffler a multi-layered construction, meaning that holes in the outside layer are not necessarily a big deal, or are exterior holes a sure sign of impending CO leaks into the cabin? Opinions please!
 
I have small holes too on my muffler, but as of now, it does not sounds like there is a leak from those holes. I am guessing the holes are just on the outer layer. I am no expert here, but I am not planning to replace it until it actually leak some exhaust gas. Mine look like the original muffler from 1998.
 
Most likely those are the drain holes for water/condensation.
One of the byproducts of combustion is water, it will collect inside the muffler and if it can't drain it will rot the muffler from the inside out.
If the exhaust never gets hot enough to evaporate the water it needs drain holes.
Also, the exhaust is double thick stainless steel so it'll last this side of forever.
 
My original exhaust actually collapsed internally before showing any signs of serious external rot/rust.
